Excise Warehouse Licenses: A Must for Producers and Distributors

In KSA, producing or storing Excise Goods requires a valid Tax Warehouse License. These licenses are issued by the Authority based on strict criteria, including:

  • Administrative capability
  • Safety measures
  • Financial soundness
  • Security guarantees

Licensees must maintain:

  • Inventory logs
  • Movement and release records
  • Excise Tax Stamps data
  • Supporting invoices and transport documents

Each license is valid for 1 year, with renewal allowed up to 3 years in some cases. Renewal must be applied for at least 90 days before expiry.

Excise Warehouse Licenses enable tax suspension, allowing businesses to defer tax payment until goods are released for consumption. However, unused licenses for over 3 months may be suspended or cancelled.

Businesses transporting goods between warehouses of the same Licensee can opt for a monthly declaration instead of individual movement documents, offering efficiency but only with strong internal controls.
